To file a general welfare case?

Dear Sir,
I would like to file a general welfare case in Chennai High Court for the welfare of public.
However I don’t want my identity to be disclosed for my personal safety.
Kindly let me know, how I can file a case without the court disclosing my identity to the opponent.
