I don't talk. In P.E., this one person always says they don't want to be on my basketball team because I don't talk. Who needs to talk to play basketball? What should I do?

And because of this, I stand there the whole time, doing nothing.

Kids seem highly biased towards an ideal of normality. Many adults as well, though they'll be less likely to try enforcing it. Either way, the only way you can convince them without communicating is proving the futility of their attempts, by disregarding them. The headstrong won't bend your way though.
Have you consciously decided not to talk, is there some rationale to it?
I see. Are your teachers aware of your limitation (specifically pe instructor)? Your classmates?
Have you informed your parents of this issue?
Whilst I would recommend appealing to authority if your muteness is acknowledged, if you're assertive enough you could go and join yourself up with the opposing team.
A good captain & leader knows how to make the best use of their given team's advantages to cover each individual's drawbacks, not how to pick a team with the greatest advantage - victory attained in this manner isn't noteworthy, nor beneficial to improving skill.

Everyone knows about it. Some people in my class tell the teacher if it's a new teacher or a sub. My friend sometimes speaks for me and sometimes I write down what I want to say.
I agree with ignoring the person but, being someone who loves basketball myself I would like to contradict you a little. So talking in basketball is sometimes necessary and helpful like telling your teammate to pass or shoot or just simply encouraging. But, of course if you do not want to talk thats up to you. I mean as I finish school I realize that what people think about you does not matter.
When I was born, I was not a talker. I can talk, but whenever I try to, for some reason I can't. My doctor told my parents to let me talk when I want and not have people force me to do it.
