it could mean she likes you or she just wants to hang out as friends. since your eleven i don't know if your parents would allow you to go out by yourself but those are the only reasons i can think of.
She is asking you if you are aloud to go out alone (by yourself no parents) with a friend (her). She is either asking you out, or wants to hang out with you as friends. You should ask her.
