This is simple arithmetic. The perimeter is the distance all the way around and that is given. So the perimeter minus the three given sides equals the fourth side.

Part C uses some odd definition of "closed" that needs to be explained. A polynomial is merely a custom for writing an equation. "Closed" has no meaning.
