Netflix has this as a TV series on it and its very good. I think anytime anyone is caught up in a situation like the one Hannah was in, there tends to be guilt where guilt isnt due or is there? Hannah did the responsible thing by calling in the stop sign. For that she has nothing to feel guilty about. But she didnt tell anyone what she knew and that is what haunted her. She knew Sherri knocked down the sign and she didnt tell anyone about it. Now granted she probably was unaware how important that one piece of info really was and she did try to tell clay but none the less keeping that info to herself meant keeping Sherri's secret a secret and Hannah knew this and it made her feel responsible to an extent. What it comes down to is that Hannah never made Sherri accountable for her actions and there lies the guilt.
