Why is it that Cleveland's sunrise 30 mins before D.C.'s, but their sunset is only 15 minutes before D.C.'s? Is it because of the change of latitude? (since Cleveland is further north?)

I don't know much about that stuff, but I know the sun rises in the east. Cleveland is at 81°40′11″W and D.C. is at 77°00′59″W. They are almost 4 degrees apart so we would expect D.C. to see the sun about 15 minutes before Cleveland. Sunrise and sunset also depend on local geography. So you just need to do some more homework on this subject.
