Please tell me the meaning of this reason and how can I overcome this and get study permit visa

This happens when your selected program, your previous experience/studies, and your intent is not clear or not impressive. Basically the VO does not believe your intention is purely for studies. Apparently there is very little you can do right now.
Try and concentrate on finding jobs that are related to your education, save, improve your English, take up part time studies related to a field of study you would like to study in Canada. And then re-apply after maybe 2-3 years.
