My ipad was recently stolen. I have find my iPhone on this ipad . I have enabled lost mode on it but it is pending since it hasn't been connected to WiFi. I also haven't been Able to get a gps location for that same reason. Is it possible that whoever has stolen it can reset my iPad or somehow by pass my passcode and still use it?

Yes it is.
Regaurding the ipad being in "Lost Mode" the person who stole the ipad should not have any access towards your ipad, also. being the fact that it hasnt been able to receive a location its even more evidence they have not cracked it. Luckily Apple takes major priority in their products security. So unless this person happens to be smart enough NOT to jailbreak, because the device needs to be: 1. Unlocked with no passcode. 2. FindMyIphone needs to be turned off. 3. Connected to computer (which would automatically send out the location and other stats of the ipad and 4. They would need your apple ID password and such to download apps or else theyd have to go through the trouble of trying to find quality download sources for even free apps.
To be honnest the best bet of what happen is this person has the ipad but cant unlock it and more then likely gave up and/or is worried that if he tries to reconnect or wipe the ipad that it will send a location report.
Bringing that up, hopfully you didnt have the option for after 10 attempts it wipes the ipad memory and such. I doubt you did, not many people even know about it.
Also if your worried about him selling it to someone, dont. Its common sense not to buy an ipad thats in lost mode though, I am sorry to say if he/she has given up on cracking it. its more than likely a done deal and wont be doing anything else with it
