Steam does not start up?

Whenever I try, it says 'Steam cannot be opened' and under that '-600'. Does anyone know what this means and how to solve this?

Answer

I paid for a Steam game and could not figure out how  to play it. I did not get an acceptable answer to my request for instructions, and while I was waiting I heard so many bad things about Steam that I just went away and never went back.
