The US constitution has nothing to do with it. The county sheriff is the supreme law enforcement officer in his county. Police are city agencies. Each of these groups has its own policies and guidelines. There are also private police groups, called "security guards" and so on. In many cases the use of force only depends on whether the cop on the scene feels like being a nice guy. Consider the example of Lt. John Pike, the cop who sprayed handcuffed students with pepper spray. The students sued and were awarded $36,000 apiece. Lt. Pike filed for psychological damage because the whole world was calling him an a@@hole and got $38,000!
