... bit of fat around my stomach and thighs. I'm aware of the whole skinny- fat thing and I'm 95% sure that's my problem. It seems that the solution is to eat more because I am definitely under eating. But I'm terrified that if I go up to the amount I'm supposed to eat that I will gain since it is so much more. I saw a nutritionalist that said I'm supposed to be getting at least 1,800 calories and I'm probably getting 800/900 a day and I really don't want to go up by 1,000 because that has to make me gain right? I have no idea what to do. I'm a 15 year old girl, 5'7, 133 pounds, waist = 28 in, area around belly button =33 in

Logically speaking, that's a perfect weight for your height. In my opinion, eating more or less is hard to control, and when you do, you never know when you're going to get skinnier and where you're going to get...well, wider. Excersizing is something you con control. There are specific exscersizes you can perform to get skinner in one area. After that, I suppose you can eat whatever you want and you won't have to worry much at all.
Hope this helped.
