I want to switch off the extra character options and type plain US-ASCII. No umlauts, no French accents, I want to disable all that and get my ' " without having to type a space after. And it can't be done, I tried everything. Setting language options to English UK., keyboard UK or US, via the control panel, via Settings, typing Alt-shift, Windows-space whatever. Windows 8 here.

Answer:
go to: Control Panel\All Control Panel Items\Language
Click "Add a language",
Select under English: English (United States) and press Add.
For now on you can switch with "WinKey + Space bar" between languages.
Remember that because you will make that switch by accident some day while typing and get into trouble again.
The added US keyboard is what you want.
