I'm stuck at home and there is nothing to do except take a walk outside, I haven't been able to find a job because the job market sucks, no one is hiring or I'm not qualified, not having a job means I can't do anything because it costs money unless you just go to the park. I have awesome friends, but most of them are busy with college or work and we only see each other once a week and I'm left in my room bored out of my mind. All I have is youtube, netflix and drawing. I would like to make art and sell it but again I don't have the money to get started, I feel trapped and I don't know what to do.

*** If your art good have you thought about selling your art on www.ebay.com , www.ebayclassified.com or www.craigslist.com ? When you sell on eBay make sure you charge enough for the shipping, because the buyer pays for shipping. If you don’t have and frames for the art you can always ship by USPS in tubes.
And different approach depending on how well you can draw. Advertise to draw someone picture from and photo. Once again advertise on craigslist.com and ebayclassified.com which both are free web-site.
Sometimes grocery stores have and bulletin or announcement board that allows people to advertise their services. Talk with the manager to see if you will be able to do so.
It sounds like you really enjoy drawing, so be creator.
that would be nice, but i'm not professional enough to draw portraits of people. I do enjoy designing floor plans for homes, but I have no idea how I could get my name out there and start selling floor plans. There not construction plans, they're only space plans and interior design etc.
