That is a political question and the answer depends on who gets rich by that process and how much of an army they can muster if they are not pleased. Yes, bankers send armies to punish nations.
The reality is that a bailout only forces a nation closer to financial collapse. You would think politicians would grow a brain and avoid that trap, but they never do. Every use of unbacked paper currency in history has led to a collapse within forty years, and every nation that got the chance to do it did it.
