We're increasingly moving away from education being seen as a right. In my country, we used to pay students to go to university and they left with no outstanding debt. The theory is that a well-educated country is successful and monies are raised more indirectly. Now we charge close to five figure sums per year of the course and the idea is that if you want an education you pay for it yourself, whereas the same monies that were being invested in education are now channelled into welfare (i.e. paying people who aren't learning or contributing). People don't see an education as a way of getting money any more. It leaves you with a huge debt and why bother when the state will look after you while you do nothing?
I'm not sure we should be paying students to attend school but perhaps we should be making education more enticing. At the moment there is little incentive to the majority of the population.
It's only possible for us to explain our own situation. Some of us have lived in more than one country but very few of us have lived in every country of the world. Therefore the only way of getting a world view is for each people to talk about their own country and then add the results together to get the view for all countries. I don't know any other way of doing it but am open to suggestions.
I reasonably say that if they have got bad grades on their report card and the teacher/parent recommend to go to summer school. By the bad grades on a report card would example like this:
Math: C-
Science: F+
Reading: D
Social Studies/History: D
Art: D+
Music: C-
Gym: D-
And other subjects(I did not want to name all) that would personally that the student with that kind of grades is most likely going to Summer School. So it depends if it really reasonable to pay for summer school. The question you ask Should they pay? In a reason I say yes because if they have gotten very bad grades, but on my other point of view I would say No. The reason that I say No that if the Student's family has a very limited income, poor. I would say to attend for paying for summer school it all just depends if it reasonable to do so.

But if they are in another country? Would that be necessary to say all that?
