I received a gift from this person before we were not talking. Now that their birthday is here I just wondering should I or should I just send a email/text say happy birthday.

It would be nice of you, even to just stay happy birthday, but if you believe your relationship isn't particularly good. Then it shouldn't be a problem not to, especially of the reason you guys are former is because of a fight.
Though if you just randomly stopped talking for no reason even a happy birthday text should make them feel good, you shouldn't feel bad not to though. For the fact they got you a gift WHEN you guys were friends.
If you feel it would be nice to give a gift, because you still care for them that would also be great, maybe you guys will even start talking again for the small deed.
