So I want to buy a used Toyota rva4 and i really like the models from 1996 to 2000 (from different companies too also cars, trucks and suvs) but i don't know what to look for and what to be careful with like miles and all of that stuff. I will be a new driver so i need advice on what to look for. Please help!

Consumer's Union publishes Consumer's Guide Magazine and dozens of evaluations of various products. You would want to check their research on upkeep of used cars.
When a car is fifteen years old, you just don't do upkeep any more. You pay for gas, oil, and tires, and nothing else. Maybe you don't even buy tires, since you can buy a car that doesn't need tires yet for less than the price of a new set.
