I have a horse that is terrified of stalls because of her past and I was wondering what I should do with her in the pouring rain or if its snowing cuz I just don't want to leave her alone outside in the cold. I don't know what to do.

i agree some horses have a very tough coat and they do stay out in the coat you can get on of those blanket arrangements that they put them on around the rest of the horses body i don't know where you would find one mabe where they have saddles tac and things also you might want to find a barn where they don't have small stalls but big ones more room this would help in the long run unless you want to keep the horse in a area where you rent stables and hope for the best so to speak but i'm sure things will work out
Horses don't need to be taken inside when it's raining or snowing. Does the horse have access to a lean-to when she is outside? As long as she has access to something that can block the wind and the rain/snow, she is fine to stay outside. Horses are hearty animals, and were built to withstand living outside 24/7. I've had horses all my life, and for years I lived in the mountains of Colorado with them. I only had a pasture with a lean-to, and didn't actually have stalls, and all of my horses were totally fine in all of the weather (and let me tell you, the weather was horrendous in winter! Temps in the negatives with 60 mph winds on a nice day!) . They very rarely even used the lean-to, and usually preferred to just stand out in the rain and snow with their butts facing into the wind. They never had any problems. I never even needed to blanket my horses. You only really need to blanket a horse if the horse is old, sick, or has some other sort of health issue, or if you clip them for showing. As long as the horse has access to some form of shelter, food, and water, they'll be fine!
