Scheduled website visits?

I have this idea for a website for someone severely disabled who needs to look forward to something every day. If any of you have suggestions on where to begin bringing my idea to life, I would be very grateful.

Idea:

A website unlocks a new file every 24 hours. It can be either a picture, an audio, or a video file. A visitor cannot "unlock" more than one at a time, but I should be able to upload all of them ahead of time. 365 files for each day of the year - would make someone very happy! 

Please let me know what you think. I am good with Dreamweaver, have experience with CSS, HTML, not so much php, but am open to any suggestions.

You can put messages in them to tell them that they are great for who they are and things like that.  it would brighten up their day!

Great idea, you might even try getting your program listed as an add on. On the content question, I would recommend an uplifting quote, passage, short poem etc. Perhaps in audio with the words scripted onscreen. Short videos, OK, still pictures OK as well, either real-life or reproductions of inspiring scenes, landscapes or pastoral scenes in photo or painting reproduction. Almost all people have likes and dislikes, therefore I might avoid specific people's faces, or trend to certain religion' doctrine, though quotes can be found from nearly all. It might also be advised to avoid the overuse very happy people in family and other scenes. Very many severely disabled deal with depression, and those pictures can be painful. But, an uplifting message and calming pictures or videos could go a long way, probably on our favorites list. Best of luck in your worthwhile endeavor. Wait, how about short stanzas from music, instrumental or vocal?
