I've two devices (Both letv le1s) and they are connected to the same wifi network but I get different Internet and downloading speed on them. One gives upto 200kbps and other slow downs upto 10kbps. Why? And how to fix it?

There are many factors which need to be taken into account; chips on mobile devices can vary as time passes and dependant on the manufacture.
The two mobiles might have been manufactured at different times and/or different batches and therefore support different communication types such as 802.11a/b/g/n. Also the MHz support might be different and therefore the router might be switching to another channel to support said devices such as with the BT HomeHub 4.
In addition to this, current OS setup on the phones, the bandwidth currently being consumed on both the mobiles and the router may have varied between testing.
I don't believe you will seek and answer to this question due to the huge factors involved in all equipment but one idea might be to get both mobiles formatted (I know...) and then test again. At least that will provide you with a clear baseline from which to work from.
