Pay them more. Or start offering health coverage and other benefits. If I'm not mistaken, the new laws put a cap on company paid premiums, so it might be more beneficial in the long run. It would reduce turnover, and you wouldn't be expected to give them a raise every time they learn a new way to wipe their asses.

There are even cheaper ways to reduce turnover, such as creating a more nurturing work environment. Use psychology, like paint the walls a soft blue or a healthy green, maybe hang pictures. You could add a nap time for employees, put in a GOOD coffeemaker, maybe an air-hockey table or karaoke machine for breaks. Use the Google campus as a model; their employees have been quoted as saying they wouldn't leave even if another company offered them 4 times the money!!!!
