If a drunk is brought to hospital with no symptoms, can a hospital restrain that person physically until they are sober? If the patient refuses tests, can a hospital forcibly perform these tests? And then charge for them?

Maybe the hospital says because the "patient" is drunk the can't judge for themselves if they are ill, so they assume decision making power. (Also, if a person is drunk in private, they can't go to prison either. Driving a car under the influence is another thing...but in this case pt was not)
