So what are you talking about? If you want a graph you have to have two numbers, one for the horizontal and one for the vertical.
Then you choose a scale that keeps your graph on the paper. If 2cm = 1000 units then your paper has to be 137,000/1,000 =137 cm wide, almost 54 inches. Or if 4 cm^2 = 1,000 units then you need 4 x 137 = 548 cm^2 of paper, about 24 cm by 24 cm, which is almost 10 inches square, larger than a standard notebook page.
BTW this illustrates a VERY important concept: Math is valid only when it describes reality!
