Red maple tree will not grow stays the same for years?

Try moving the one that does not grow. Some larger trees extend their roots out to smaller ones, leeching off of them, and preventing them from growing. Also, some species of trees do not grow well next to one another. If you move it to an area without large trees and with good soil, you will see the tree flourish during its next blossom.
