Question about the chatting app Line?

I have limited wifi data, I only get ten GB a month to share with my whole family. So I can't video chat really at all. But I heard that the app Line doenst use really any wifi data when video chatting is this true if so can you explain. Will it use all my data. I hear it doenst because its a texting app.

i would load the application and test it out see how far you can get it to go if its a texting app it would probably work

I think apps are using wifi for video chatting. My friend is using a call chat where you don't need wifi or internet. Just have to dial the number. You can find it on  www.partyline.com site. Wherever you need online connection there has to be a need for wifi.
