A bond can be polar or ionic or somewhere in between. It only depends on how the electron is shared between the two atoms.
A molecule can accept an electron to fill a shell and become a negative ion, or it can lose an electron so that its last outer shell is filled, and then it is a positive ion. There is no in between: an ion is either positive or negative.
