Please explain what 'Track-based pass-by testing' means. Word-ny-word. I cant explain it in Russia?

This is one of the many tests a car manufacturer has to do before selling their vehicles. Essentially they sit beside a road and measure the noise a car makes while passing by on the test track. The car has to be within an acceptable range of noise.
