This happening to me a lot. I get calls from regular phone's, different phone numbers. These callers are telemarketer people. One is for a claim just earned free cruise for 2 weeks. I belief to be fakes . Especially since they making calls from other people private person phone's. Now my questions is how can they make calls from like my phone number or others phone number? Has this happened to you? Next is how are they getting our numbers of friends and making these calls? Is it from Facebook or are they hacking into our phone contacts.? I guessing if they able to make calls from our phone's they can get our contact phone lists also. Any and all feed back on this highly appreciated. . Thank you.

The part anent appearing as someone else is called caller id spoofing. Basically a built in backdoor for certain individuals authorised by the phone company, which has been monetised into services.
There's no way for us to tell how the numbers were leaked. Your own number is, I suspect, quite easy to obtain through any number of places wherein it had been registered and insecurely preserved or intentionally passed on to such spam services (again, for $). Big data / data mining deals in part with scanning for such patterns. As for knowing your friends, it could be a coincidence depending on frequency, a similar listing (even something clever like connecting phone to name then matching friends by names isn't impossible nowadays), or possibly an exploitation of vulnerability / hack. These turn up occasionally.
Personally don't trust smartphone security whatsoever. Have a stupid phone given away for free and pad with wifi and no calling capability.
Isn't it against the law for phone companies to sell to scamming companies. My friends saying I calling them when im.not. then for 2 weeks I got calls from.there numbers. The ones I answered were telemarketer. Some my friends starting to belief me. Others saying no they can't call you using our number. And they can't call us using your phone number. Some have block my number. Is there anyway law enforcement can track them and find away to keep this from happening.
Could be a law against it, depends on where you live.
There is one here, with quite a heavy fine to boot, but no authorities actively bother to enforce it. Taking it to court yourself is how it's done. It's difficult if not nigh impossible to trace when the telemarketing company uses burner phones (they can probably afford such things). In the impersonation case you describe, would imagine there's some documentation as part of the affair (if indeed using the regular procedure rather than hack), but need a court order to obtain details, so to sue them personally might be impossible. Leaving a complaint for the police to investigate is an option, however dubious they'd prioritise it anytime in this century unless it's become widespread & dangerous (as in a hack).
Point is, the costs of legal advice & proceedings for a big maybe like this deters most people, and that's what they're building on.

If it's getting to be a real frequent problem, as it seems to be, the recommendation is to log whatever details of the telemarketer you can obtain, so it can help the investigation - repeated offences weigh more in your favour. Get a list of these: “The date. The time. Was it a male or a female voice? What did they say? We recommend actually taking a photo of what your caller ID is showing you.” If you're in the usa, seems the FTC is in charge of such issues.
Regarding blocking your friend, there's probably a list of blocked numbers under your settings somewhere. It differs by model / os, so can't really offer specific instructions, you can look it up if unable to find it by yourself.
As a temporary solution, if it's always the same friend or few friends whom the spammers spoof, then you could arrange with them to send you a text message saying something like "calling you now" or a keyword prior to each call; that way, if you hadn't gotten the text, you'll know it's spam.
