Im looking at this laptop that has 1.7 ghz and with turbo boost it goes up to 2.7ghz. Skyrims minimum requirment says it requires 2.00ghz. Would the game run even though the laptops normal ghz is 1.7 or would it turbo boost?

Honestly you're wasting your money with laptops unless you want to spend over $1000 on something like Alienware or Cyberpower etc.. Seriously, you can build your desktop PC for $500 and sometimes even lower. There are many videos on youtube that will show you how, it's very easy to build a gaming PC for games like skyrim and GTA etc.
CPU should be closer to 3ghz. Your video memory or GPU should have at least 2gb dedicated memory and 4gb RAM, I'd also get at least 500gb hard drive space.
That is what I recommend. True gaming laptops are expensive.
