It is either on PS1 or N64. All I know is its a turn by turn game where characters take turns shooting each other across the map. The terrain would vary from hills to random buildings. I believe there is a blue cross hairs thing on the front of the cover, but im not 100% on that.
If you can find it out, it would be much appreciated.
