Have a toro small engine lawnmower and the oil and gasoline have
Been sitting in Engine for 3 months. I dump the oil and gas out. And put new gas and oil and it does not want to start why is this happening for

Quick check: Remove the air filter, fill the tank and squeeze the accelerator while looking into the carb. You should see or hear gas as it is squirted into the body. If you get that, then do not bother taking the carb apart. Pull the spark plug and see if it is fouled.
Gas has additives that settle out after a while, so that is why you should drain the gas tank before storage. Oil does not have that problem. If you take the carb apart you might see some deposits here and there. The solvent for those things is fresh gasoline and a brush which the auto parts store sells for that purpose. You really should get a friend who has done this before because there are small holes that have to be cleared and small parts that you don't want to lose.
