I would like to buy a property that does not include all mineral rights. Is it possible to somehow buy or obtain all mineral rights of a property in general?

IMO you do not want to get involved with any property where the mineral rights have been separated from the surface rights. Surface rights are no rights at all. "Home owner's association" is another deal breaker. If either of those is in the deal, you are paying full price for a temporary camp site.
