Nokia - If lumia 830 is launched in India without LTE will device have LTE feature in future or not?

Rumore is Lumia 830 will be launched in India without LTE,so does this mean that the feature will be removed from the phone or just that LTE option will be on phone but service provider will not support LTE for nokia?

if device is without LTE then it will support LTE pack of provider, but in future your device doesn't turned into LTE device.
