A couple in my apartment complex has a dog under the no pet policy. I have complained anonymously. Nothing. I also read an online review of the property management company and one person said they'll allow a cat! When i inquired about the apartment they said NO PETS! They are not following their own rules!is this legal? What should i do?

You should do nothing you don't know the reason behind the animal being their they could be pet sitting or maybe they just love animals and don't want o see it living don't the street or maybe its a beloved family pet its not bothering you and Karma is as Karma does I say let it go it could be you who one day has a reason to break a rule and Karma will get you three folds. Its their deposit they will loos if they ruin anything not yours and you don't want on have that on your conscious if they are evicted or made to put the beloved pet to sleep due to over crowding at the animal shelter
