If I request to my landlord that I'd prefer someone to be home at the time that landlord want to enter my apartment can the landlord refuse me and enter my apartment when no one is home I live in Oregon and need help figuring this out

Basically, you can ask but more than likely its going to cause problems. Just take a day off or half day and stay home on the day mgmt says they are coming. I used to do that when we got notice of them coming to check for leaks under sinks and replace batteries in smoke alarms. I just told my work I had a doctor appt and stayed home then went to work after mgmt left.
