The screen may be going dark blue because it needs an update or is trying to prepare an update, that is, if you update is automatically. If this happened when turning the laptop on I would hold down the power button to try and turn it off. If it happened suddenly while using the laptop you can do the same unless you need the page it turned blue on, than maybe just shut the lid instead and wait. I’m sure that notepad and others like it will open up after the screen goes back to normal but if it’s a search engine you may have to go back to where you started. If this doesn’t clear up than call support or go to somewhere such as Best Buy and they can probably give you steps of what to do next.
If forgot this but make sure you’re not hacked. If after you start this up again there’s a possibility a page or notification shows up with a number to call or you can get random notifications, including but not limited to block-like letters in a notification that takes up the whole screen. If this happens you may have been hacked and should try to get help to fix your device.
