My reliance 3g usb modem isn't not working fast please give me answer?

If your using wireless internet (from your neighbour) then there is no way to improve the signal unless you move closer to the connection and move any metal objects that are between you and the connection.
Or,
1. Open network connections (or in control panel)
2. Right click on "wireless network connection" or the usb you are using. It may say "reliance modem"
3. Click "Properties"
4. Click "Configure"
5. Click "Advanced"
6. Select "Network address" Although it may say something different.
7. Set it to 12, and save.
