My monitor wont recognize my graphic card?

Details:

So I brought my custom desktop from my country to Canada. 230v at home country and 110v in Canada.

My desktop works fine and it recognizes the internal graphic with my monitor except it wont do the same with my GTX1080 HOF..

So i tried to connect with HDMI and Dual Link dvi but nothing happens..

So i was wondering if it is my graphic card thats the problem or the lack of power that is causing this issue.. btw my graphic card's cooler fans are working fine... hmmm
