My laptop is stuck on the "we couldn't complete the updates undoing changes don't turn off computer"

It means that a Windows Update failed to install correctly. From the sounds of it you can't get Windows to load at all is that correct? Try doing a Hard Reset to see if a clean restart will get you going again.
