The water has tested to be safe. It appears that there is enough oxygen being dispersed. May I ask what may be causing this behavior and a possible remedy? Is this a sign that their health is at risk?

My one fish swims at the top since he likes swimming against the current of the filter but always returns to the bottom. Your tank may not be going through the nitrate cycle, producing enough oxygen, or poor water quality, I would do a 50% water change every day/ other day for a week and see if it changes. if it doesn't I would recommend looking up how to manually get the cycle going or buy an air pump. check for any spots or rarely moving or not eating then it might be a sign of sickness. :)
