My dog should be 40 days pregnant but 3 scans later and vet says no pups but 3 fluid sacs in her?

She had a scan last week and vet said she thought she saw 2 pups. Went back yesterday and a different vet said no pups. Went today and a different vet said no pups could be seen but he could see 3 sacs filled with fluid in her uterus and said she wasn't pregnant....could he be wrong. I'm very confused now. My dog looks like she is pregnant with her teats getting bigger, eating a little more, she has a little morning sickness. Just want some advice

its very possible that there are fluid sacs no puppys its really possible she isn't  she might have not gotten pregnant by now she should have  been better to see them it could be a false pregnacy which sometimes happens not alot but some i wonder id she might have just got pregnant

what did the vet tell you to do?  Perhaps spaying her might be best.
