My dog peeps when I punish her or when I try to pet her. She gets over excited so easily?

thats because she is upset and can't control it and hasn't figured out what is punish ment and what she is being praised for how old is the dog?she is just a basic love you dog and is having issues as to what is what she just doesn't recognize the difference she will probably be that way for some time to come i really don't know if it will straighten out and you can't stop doing it do you know how long she has had the problem
