My Catalytic Conv is reading 150 degrees F, while the pipe before and after are 400+. How?

I checked the temp with IR thermometer. The weld before and the weld after the Cat and they were both 400+ but the actual Cat itself was 150 degrees Fahrenheit. There is no shield on the Cat, it rusted off a year ago. Thanks for any input.
