medical service staff on site often do not have the time to get a hold of any emergency contacts. They are busy, not only with the new patient, but other patients at the same time. So emergency contacts sometimes come later especially when the staff are trying to stabilize the patient. They could've been understaffed, so they were not able to call until things calmed down again and they might have forgot about it.
