Personally, I think this quote is talking about how both Romeo and Juliet feel towards each other. 'My bounty is as boundless as the sea' means that the reward is infinite and refreshed infinitely and has the qualities of the sea. This can also be interpreted in numerous different ways from the rage and torment the sea offers (the tragedy that befalls the pair) or the way it always returns to shore in the tide (the way that Romeo refuses to give up on Juliet despite her family. Other than that, the rest of the quote talks about how they share equally feelings that are deep and whatever is given as love is returned. Ultimately Romeo kills himself as he cannot bear to live without her and this may be a subtle hint or meaning as to when he dies, Juliet also kills herself and the families unite and they are tied to their families through blood. I don't really know, just musing the possibility but that is my view on it.
