My bluebird has laid 5 eggs more than three weeks ago and none have hatched . Should I remove the?

since it has been about 3 weeks i think you should remove them if they have not hatched already. But, is the momma bird still protecting them? or does she not visit the nest anymore. if so then i would say to get rid of them.
