Depends. Why doesn't she have custody now? In order for her to have custody of her children, she has to go to court for the matter. She can't be in possession of drugs or any alcohol in her system during the time she tries to get custody, or that will end her case very likely. If she has already lost custody to you and your siblings from a bad reason, then she most likely won't have the chance again. if not, she should get a lawyer and just try.
Her and her boyfriend also have a job and 2 vehicles and a home in Indiana.
Then if she wants custody of her children, she will have to take it to court and prove herself
She was fairly bad on drugs for a while and wasn't around... But my dad was and he lost us to the state for a year. We are now living with my aunt and dcs has closed the case. My mom has been clean for that year and going to classes and passing her random drug tests. So?
