My Acer laptop always stuck in welcome screen. help. running on windows 7 64bit. help please?

my Acer laptop always stuck in welcome screen. but when im in safe mode it will start. why is that. help please. i tried msconfig, f8 but it wont still work. why is that?? help please. thanks
