My 7month daughter pulls my hair&scratching everyone,does she kno what shes doing&how do I stop her?

This just happens with some youth children, she's still really young, you really gotta put her in time out or something or just let her know it is really not right to hit people or scratch people. Ignore her, she might just being doing it to get your attention.
