Must you use loreal developer with the loreal colour?

Yes. If you put undeveloped colour in ones hair it will not change anything. The developer is what activates all the chemicals so they will be able to change the hair's colour properties. You will be wasting your colour if you don't use developer! I hope I have helped :)
